His skin looks too dark. Are you sure that's the Observer? I think it is just a random bald guy based on the skin color.
I believe it is. He's kind of in a shadow so that could be the cause of his darker appearance. Really no other bald guy looks that mysterious so im sure that's the Observer.
not only that, if you noticed after the camera cuts to the frame with the location of the boy (red dungeon), when the camera comes back to Olivia, the observer is gone.
Yes, that's the Observer all right; while he's not carrying his hat, he does carry his briefcase.
